Rosie was Minister of State at Communities and Local Government between June 2009 and April 2010.

In addition to her role as Local Government Minister, Rosie was also Minister for Regional Economic Development and Coordination at the Department for Business, Innovation and Skills.

Areas of responsibility include:

• Local Government Policy
• BIS Portfolio: Regional Development Agencies, strengthening regional economies, Solutions for Business,
business support simplification
• GOs/Regions, city regions, regeneration and worklessness
• Regional resilience
• Representing regional interests in the formulation of central Government policy relevant to economic growth and sustainable development in areas that have not been devolved to the Regional Development Agency’s (RDA);
